Your letter should also include any background information on the topic. Presentations are limited to five minutes.</em></p>
<p>The district is overseen by the Orange County School Board, a body of seven elected officers, each board member sitting for a particular geographic district. School Board districts are not analogous in any way with County Commission districts. As of 2010, the current School Board members, in order of district number, are Joie Cadle, Daryl Flynn, Rick Roach, Vicky Bell, Kathleen &#8220;Kat&#8221; Gordon, Nancy Robbinson and Christine Moore.</p>
<p>Board members are <strong>elected every four years</strong> with no term limits, with Districts 1 through 3 elected during midterm election cycles (<strong>next in 2014</strong>) and Districts 4 through 7 elected during presidential cycles (<strong>next in 2012</strong>). School Board elections in Orange County are non-partisan.</p>
<p>A county wide public vote in 2009 created the elected position of School Board Chairman. The primary election for this non-partisan position is scheduled to be held on <strong>August 24, 2012</strong>.</p>
<p>There are eight members that make up the Orange County School Board. Seven are elected from the single district which they represent, where each must reside in that district; and one is elected county wide and serves as the chairman of the school board.</p>
<p>Members are elected for four-year terms. Four are elected at the time of the presidential election, and four, including the chairman, at the time of the gubernatorial election.</p>
<p>School board members have authority only when the board meets in official session and a quorum is present. The board is responsible for setting policy and meeting requirements set by the Florida Legislature and State Board of Education Rules. All school board meetings are conducted in accordance with Roberts Rules of Order, Revised.</p>
<p>All school board meetings, work sessions and committee meetings are open to the public in accordance with the Sunshine Law except for specific sessions (called Executive Sessions). The board, the superintendent, the school board attorney and appropriate staff members may meet to discuss bargaining agreements.</p>
<p>The superintendent is appointed by the school board and has administrative authority for the direction and operation of the school system under policies adopted by the school board.</p>

<h2>District 2</h2>
<p>Daryl Flynn is the current school board vice chair. Flynn was elected to her first term in 2006. She is a native of Florida and was educated in the Sarasota County public school system. She received an AA from Manatee Jr. College and a BA in political science from Florida Southern College in Lakeland, Florida. She holds a Master of Public Administration degree from Florida Atlantic University with an emphasis on environmental growth management.</p>
<p>Prior to joining the school board, Flynn was an active member of the PTA at the local, county and state levels for more than 15 years and served as chair of her son’s middle school SAC. She was president of the Orange County Council of PTA from 2001-2002. Flynn also served on both the Orange County Public School (OCPS) Reapportionment Committee and the Superintendent’s Accountability Committee in 2001. She was a member of the Blue Ribbon Panel on Education. Her community involvement includes the East Orlando Chamber of Commerce and the East Orange County Kiwanis Club.</p>
<p>Flynn’s professional career includes environmental and emergency response planning, as well as meeting planning. She has been a franchised Jazzercise Instructor with active status since 1983 and now teaches at the Waterford Lakes Jazzercise Center.</p>
<p>Ms. Flynn lives with her husband, Jim, in the Waterford Lakes area. They have one son, Jimmy, who is a graduate of University High School.</p>
<p>In December 2009 Ms. Flynn became a Certified Board Member through the Florida School Boards Association.</p>

<h2>District 1</h2>
<p>Mrs. Cadle was first elected in 2002 and is now serving her third term. A 20-year volunteer in the Orange County public school system, Mrs. Cadle worked her way from cafeteria volunteer to three-time PTA president at the elementary, middle and high school levels; to the office of an elected school board member.</p>
<p>In public education she serves as Vice President of the Florida School Boards Association and is chair of the Bylaws and Procedures Committee and serves as a Trustee on the Florida School Board Insurance Trust. In Central Florida she is past Chairman of the Central Florida Public School Boards Coalition.</p>
<p>In the community Mrs. Cadle serves on the board of the Orlando Science Center. Additionally, she is a member of the Winter Park Chamber Council of Leaders; is a graduate of Leadership Winter Park and works with the Winter Park Chamber of Commerce on its Youth Leaders and Leadership program.</p>
<p>In 2010, Joie was named Community Leader of the Year by Leadership Winter Park. Mrs. Cadle has earned the distinction of Certified Board Member, Advanced Boardmanship Certification and Master Board Certified from the Florida School Boards Association. The Council of Great City Schools selected Mrs. Cadle as a finalist for the 2009 Richard Green Award, which recognizes outstanding contributions to urban education.</p>
<p>In 2000, Mrs. Cadle was recognized by Principal Bill Gordon as a Lifetime Wildcat for her years of service to Winter Park High School. She lives in Winter Park and has two sons, Rob and Drew.</p>

<h2>District 6</h2>
<p>Nancy Robbinson, a native of Orlando, has served on the Orange County School Board representing District 6 since 2008. As a school board member, she serves on the Communications and Legislative Committees. She also represents the Central Florida School Boards Coalition on the Congress of Regional Leaders through myregion.org. Ms. Robbinson became a Florida School Board Association (FSBA) Certified Board Member in June 2010, and serves on the FSBA Board of Directors and Legislative and Multi-Cultural Committees.</p>
<p>Ms. Robbinson grew up in the district she represents and attended Orange County Public Schools. She graduated from Auburn University with a Bachelor of Arts degree in Public Relations/Speech Communications.</p>
<p>Ms. Robbinson is passionate about serving her community and is on the board of directors for the Urban Think! Foundation which supports literacy programs for inner-city Orlando students. She has also served on the Destiny Foundation’s Greater Orlando Food Outreach advisory board in downtown Orlando and the Mayor’s Education Action Council, Orange County Public School Foundation’s “Count Me In” Steering Committee and the Edgewater High School Task Force for Renovation. Ms. Robbinson has been involved in the schools that her children have attended for the past 16 years as both a PTA officer and mentor. Nancy is a member of the inaugural class of the Orlando Business Force’s Central Florida Political Leadership Institute.</p>
<p>Nancy&#8217;s family lives in the College Park area of Orlando. She and her husband Bill have three children; two Edgewater High graduates who attend University of Georgia and Auburn University; and a Lee Middle student.</p>

<p>District 7</p>
<p>Ms. Christine Moore was elected to her first term on the Orange County School Board in 2008. She is currently chair of the board’s Communication Committee, a member of the Legislative Committee and serves on the Board of Directors for the Florida School Boards Association. She also recently became a Certified Board Member from the Florida School Board Association.</p>
<p>Ms. Moore is committed to the preservation of fine arts education in our schools. In February 2010, North Learning Community Superintendent Dr. Cathy Pope and Ms. Moore staged the inaugural Apopka Art and Jazz Festival. Eighteen schools participated in highlighting art, drama and music programs at the new Apopka Amphitheater. Ms. Moore, working with the Apopka Area Chamber of Commerce, started a School Beautification Award program. The award is given quarterly to a District 7 school that excels at beautifying its grounds. The school must demonstrate a collaborative effort between parents, students and the community. Dream Lake Elementary School won the inaugural award.</p>
<p>Ms. Moore is the daughter of a high school band director and graduated from Fairport Public Schools in upstate New York. She is a cum laude graduate in Music Education and Performance from the University of Michigan and was a student of renowned flute instructor Geoffrey Gilbert. She has performed with the Brevard Symphony Orchestra, Bach Festival Orchestra, Orlando Philharmonic, and at numerous events throughout Central Florida. She was an adjunct instructor at Valencia Community College and is still active teaching and performing.</p>
<p>Ms. Moore also founded a multi-media, public relations firm which has helped dozens of local Central Florida residents aspire to serve in public office. She has served on the Orange County Charter Review Commission, Citizen’s Review Panel and Children’s First Scholarship Organization. She is a board member with the West Orange Chamber of Commerce and Orange County Arts Education Center. She is a member of the Apopka Chamber of Commerce, Apopka High School PTA and Band Boosters, and Northwest Orange Republican Woman’s Club.</p>
<p>Ms. Christine Moore lives with her two children, Benjamin and Audra, in Apopka.</p>

<p>A former South Carolina and Orange County Florida educator, Mrs. Kathleen “KAT” Butler-Gordon was elected to the school board in November 2000. She has been a resident of Orange County since 1968 and served as librarian at Bonds-Wilson High School in 1967. She was also a librarian and counselor in Orange County for 25 years and became “Teacher of the Year” in several schools in which she served. She later became Orange County’s First Teacher of the Month. She has served as Adjunct Professor at the University of Central Florida and Valencia Community College. She was promoted to Regional Vice President in a top financial company and worked full-time in the business world for six years as a licensed mortgage broker, life insurance agent and a registered securities representative.</p>
<p>As a school board member, Mrs. Gordon has chaired the Master Calendar Committee and the Superintendent’s Evaluation and the General Counsel’s Evaluation Committees. She designed the current template for the evaluation of the superintendent. Currently, this instrument is being used throughout the NSBA Southern Region.</p>
<p>Mrs. Gordon has traveled throughout the world assisting librarians in Germany, Paris, France, South Africa, &amp; Amsterdam, Holland. She has worked with schools in the Bahamas &amp; Hawaii. In 2005, she earned Board Member Certification from the Florida School Boards Association (FSBA) and also served on FSBA’s Board of Directors. Mrs. Gordon is currently a member of the board of directors of the National School Boards Association (NSBA) Black Caucus, former Southern Regional Director for African Americans School Board Members and is also the former chairman of the nominating committee for the NSBA Black Caucus.</p>
<p>In 2006, she received the Junior Achievement&#8217;s Educator of the Year Award. In addition, she received the Humanitarian Award at the 2006 Annual Scholarships and Volunteers Awards Dinner sponsored by Orange County Mayor Richard T. Crotty and the Board of County Commissioners for services on the Head Start Policy Council and Community Action Board. She was elected Treasurer for Florida School Counselor’s Association and was selected Elementary Counselor of the Year for Orange County and the State of Florida.</p>
<p>Mrs. Gordon was named the 2007 Teacher of the Year for the New Beginnings Education Center in Osceola County. She also received the Distinguished Dove Award for being selected Osceola County&#8217;s Vocational Teacher of the Year and was selected Denn John MS Minority Educator of the Year and later became Osceola County&#8217;s Ida S. Baker Minority Educator of the Year. Mrs. Gordon has been awarded by her church, Saint Mark A.M.E., for her civic and social involvement in her community.</p>
<p>In October 2007, the College of Education at the University of Central Florida named Mrs. Gordon as one of its “Alumni of the Decades” as part of its 40th anniversary celebration.</p>
<p>In February 2008, Mrs. Gordon received an award from the Osceola Classroom Teachers Association for her dedication and service to cultural diversity within Osceola District Schools. Mrs. Gordon has served on the Governor of Florida State Dropout Task Force. On February 26, 2009, in the name of the President of the United States of America, she was appointed as a member of the Selective Service System Local Board in the State of Florida serving Region II.</p>
<p>On May 16, 2009, Mrs. Gordon was honored with the General Daniel &#8220;Chappie&#8221; James, Jr. Four Star Major Award for community service. The award was presented by the Central Florida Chapter of the Tuskegee Airman, Inc. and Congressional District 3.</p>
<p>Mrs. Gordon received her bachelor’s degree in library science from South Carolina State University, her master’s degree in guidance and counseling, and her certification in administration and supervision from the University of Central Florida. She received certification in library science and counseling from Florida State University and Duquesne University. She is a member of Gamma Phi Delta Sorority, Inc., PDK International, and a member of Alpha Kappa Alpha Sorority, Inc. Mrs. Gordon is currently pursuing her Doctor of Philosophy in Education with a Specialization in Organizational Leadership.</p>
<p>Mrs. Gordon is the widow of the late Reverend James D. Gordon, Jr., and the mother of three Jones HS graduates. She was selected in the Targeted Selection Principal’s Pool in Orange County but decided to retired in 1990 from Orange County Public Schools, later to return to teaching in 1996 winning the Disney’s Teacherrific Top Program Award and serving in 2001 and 2003 on the WDW Judges Committee. She is an award winning teacher in Osceola County and is presently serving as the librarian at New Beginnings Educational Center where she continues to serve the communities of Seminole, Osceola and Orange Counties.</p>

<p>Vicky Bell was elected to the OCPS Board in August 2008. She is from North Dakota and graduated from Brigham Young University with a BS in Education and a minor in art in 1972. Moving to teach in Florida, she has kept her Florida teacher certification in grades 1-6 active since 1972. She taught for six years in Palm Beach County. In 2006 she received her Master’s in English Literature and is presently teaching at Valencia CC.</p>
<p>Vicky has four grown children who graduated with honors from OCPS high schools in the top 10 percent of their classes. All four went on to get college degrees. Amber graduated from UCF with a Computer Science degree, Cara graduated from BYU in Electrical Engineering, Debbie graduated from UCF with a degree in Business Management, and Brian is presently in college.</p>
<p>Community activities include: five years as SAC chairman (two in elementary and three at WOHS), two years as Broward Co. RTL president with 2000 members, ten years on CFRTL board and president with 1000 members, two years on local AMIAQ board, fifteen years as a home school evaluator, and ten years on the executive board of OCREC. In addition, she has been active in her church as a teacher, activities director, employment director, and a choir member.</p>
<p>In her first year and a half on the board, she made the motion to reverse the “flip,” and then chaired a transportation task force which she had asked for in order to find more savings in transportation. With findings from the Transportation Task Force and her own delving into issues, a comprehensive outside audit was called for to look at the whole transportation department operation. The audit found areas where millions of dollars could be saved. Ms. Bell also introduced an eyesight initiative to increase vision screening and vision correction in all our public schools K-12. <p>Mr. Rick Roach was elected to the school board in November 1998 and was re-elected to a fourth term in 2010. He has been a resident of Orange County for thirty years. He holds a bachelor of science degree in education and master of arts degree in education and educational psychology.</p>
<p>Rick Roach was a teacher, counselor and coach in Orange County for 14 years. For the last 25 years he has trained over 18,000 educators in classroom management and course delivery skills in six eastern states.</p>
<p>Rick Roach serves on the board of the Orange County Foundation.</p>
<p>Rick Roach is the father of five children and he has two grandchildren.</p>

<p>A <strong>career politician</strong> and <span style="text-decoration: underline;"><strong>attorney</strong></span> by profession, Bill Sublette earned his law and bachelor degrees from the University of Florida. After graduating from law school in 1988, Bill moved to Orlando and in 1992 he won a seat in the Florida House of Representatives, where he served for eight years. During his time in the Legislature he filled a variety of leadership positions, including stints as Chairman of the Education Appropriations Committee, Chairman of the House Public Responsibility Council, and Chairman of the Orange County Legislative Delegation.</p>
<p>Since leaving the Legislature, Bill has served as Chairman of the Orange County Jail Oversight Commission, and he has led, as President or Chair, a number of community organizations, including public broadcaster WMFE, the Orange County Bar Association, the local American Cancer Society unit, and the Central Florida Council of the Boy Scouts of America. Bill has also been a tireless advocate for children’s issues. For years he served on, and chaired, the Howard Phillips Center for Children and Families Community Advisory Board, and he currently serves as the statewide chair of the Children’s Campaign 5 Promises to Children initiative, sits on the Governor’s Blueprint Commission for Juvenile Justice, and is on the State Board of the Pace Centers for Girls.</p>
<p>Throughout his career Bill has worked to improve the quality of our public schools. His three children attend the Blankner School, a public K-8 school, where he has served as President of the Blankner School Foundation and served on the School Advisory Committee. In 2003, Mayor Dyer and the City of Orlando called on him to serve as Chair of the Mayor’s Education Action Council, and in 2004 he was asked by the Orange County School Board, the City of Orlando, and Orange County Government, to Chair the Blue Ribbon Panel on Education, a group of 25 community leaders charged with studying the Orange County Public School system and making recommendations for the improvement of our public school system. In 2010 he became the first countywide elected Chair of the Orange County School Board.</p>
<p>Bill is a member of the First Presbyterian Church of Orlando. He and his wife Suzie have three children: Alex (12), Aubrey (8), and Jack (7).</p>
